Eduworks Case Study: ADL

ADL Competency & Training Record Management System

Automatically staffing a team from different service branches and recommending skill gap training.

Eduworks developed a Competency and Training Record Management System (CTRMS) with support from the Advanced Distributed Learning initiative prototype program. The scenario supported by CTRMS is that of staffing a team with members from different service branches based on the competencies they have demonstrated, displaying team readiness, and recommending training based on skill gaps.

This system breaks new ground in applying interoperability standards and semantic analysis to enterprise-level competency management. The competencies are stored and managed using the IEEE 1484.20 Reusable Competency Definition standard. The system uses Web Services to retrieve the competency status of individuals from a SCORM Runtime Environment and to search a registry for content that matches specific learning objectives. Taxonomies of competencies from different services are mapped to each other based on applying latent semantic analysis. The system automatically staffs a team by minimizing team skill gaps. Even more significantly, the system runs independently of other components of a learning environment, so that learning management systems, personnel systems, registries, repositories and authoring tools can all make use of the same set of competencies and training records.
