SCENARIO: A manufacturer provided training with their products. The training was delivered to customers either directly by the manufacturer or as content designed to run on customer platforms. The manufacturer had a well-developed approach to their content that required learners to engage in simulations and to be assessed on their performance. The instructional design model included a complex means for computing overall results from the results on sub-tasks, multiple training objectives, and restricted remediation opportunities. Development of the simulations was to be outsourced. Results of the training needed to be tracked for the purposes of certification. To enable tracking and achieve cross-platform interoperability, the content was required to be SCORM conformant.
